Roulez Vert Returns: Quebec government announces return of provincial EV incentives with added annual fee

To offset lost government revenue from unpaid fuel taxes, the province will introduce a $125 annual fee for battery-electric vehicle owners, as well as a $62.50 fee for plug-in hybrid drivers.

Quebec City, Quebec – On Wednesday, Quebec’s Minister of Finance, Eric Girard announced that provincial electric vehicle incentives will return on April 1, 2025.

The province had originally temporarily suspended its Roulez-Vert incentive program due to lack of funds. However, after revealing its provincial budget, the Government of Quebec highlighted that to offset lost government revenue from unpaid fuel taxes, the province will introduce a $125 annual fee for battery-electric vehicle owners, as well as a $62.50 fee for plug-in hybrid drivers.

Additionally, zero-emission vehicle owners will no longer have access to tolled bridges and ferries across the province beginning in 2027, says the budget. At this point, the new fees for electric vehicles will also be introduced.

The Government of Quebec claims that these measures will raise close to $200 million in annual revenue for the province by fiscal year 2029-30.

Finally, the Government of Quebec has announced that zero-emission vehicles worth up to $75,000 will no longer be exempt from the province’s luxury vehicle tax beginning in 2027. Specifically, the luxury tax will apply to all vehicles valued at more than $62,500.
